If I think about it maybe the makers wanted Raavi to think that Shiva might have liked that attention from Disha as he kept his hand on the cheek. she said that in the prev episodes as well. If shiva began pushing disha away from the start, the writers would not have gotten the reaction they needed from Raavi

Even if Raavi thought otherwise, they should have shown us the audience what Shiva was actually thinking so he would still seem in character for us!
