Guys I have a question..

Well its the principal who is higher in authority has the right to rusticate any student.
Even if the student is at fault a teacher would take the student to the principal but as per the precap Mr.Rao himself rusticates her?
I donot want to conclude here on just a precap but this is like haunting me as to how could that happen?
Or is it that he has the right cos he is treated like God in that college😕
