forum has very less activity, less topic , we also don't have episode discussion thread like other forum we has to start that.

Even recently launched ishqbaaz have rank 5
More topics more rank I guess

That's not all last week were had 33 votes while this week it drastically dropped to 12

There are a few factors that go into the CM rating:

The number of new topics (and don't just spam the forum).
The number of red topics (again don't just spam).
The number of times IF tags the show in an article.
The number of likes for a forum in a given week (only one rating per IP address per 24 hours counts).

It may not be in this order, but this is how the ranking works.

What are the red topics?? Are they one that are popular or the ones that have been locked by the mods?

And also IF tags are you referring to the news articles related to the show? Sorry for asking but I never really paid much attention to any of this before

When you visit the forum you'll notice that some topics have a blue envelope and some have a pink (for some it appears red). The envelopes turn pink when either there are 25 comments on that topic or 250 views.

Yep the news articles.

No problem. I learnt by asking as well. 😊
