To add to the point of Dev's logic, Dev does plan usually but at that time he is in a calm state. Even the day first Chitra told him to marry Amba he didn't agree, that day he was visibly calm and composed.
Today after seeing Vidhi confess and in such a vulnerable state, he is anything but calm. On top of that he is wrestling with his feelings to such an extent that he felt literally suffocated today. Chest pe haat rakha thha usne Aaj Vidhi ka shirt pehente time. He is in very much pain. Aur aise mein logical nahin rehta insaan.
Also, denying his laadli sister has always been his achilees heel. Bahut mushkil se mana kiya tha usse last time. Every time he denies her, he feels bad. Like he said today, "thak gaya hun main Vidhi". He is in a state where he doesn't care what happens to him. He is exhausted. In his mind, marrying Amba will not only make Chitra happy but make Vidhi move on because he will be unavailable.
To the point of Arjun, like Telly said, he is in constant tussle, spontaneously he does something erratic because his heart tells him to, and only next moment he realises ki aisa nahin karna thha. Remember jab Arjun gift kar raha thha earings Vidhi ko, instinctively phone lagaya vidhi ko taki Arjun pictures na le sakey but then while ending the call, his expressions, he was irritated at himself like "kya bachkani harkat ki yaar Maine".
His brain tells him Arjun is better suited for Vidhi than him, but what should he do with his heart which aches for Vidhi, and instinctively his heart takes over every time and only later he realises his actions.
Having said all this, definitely makers are making a mess every now and then. They could have definitely done a better job in so many places, too much of a long list to jot down. The saving grace for such messes is the lead pairs acting, both are doing a tremendous job.
