yes he sure is instigating priya

to me it felt like Raviraaj not knowing the truth just told him how he was fair and denied DD's request for same reason. Arjun just stated the facts and he was not the one who started the conversation.

also, in an effort to provoke priya, he has brought very valid point that sayli has way to more similarities with pratima. even though raviraaj and others did not like it but he his observation was correct

the wild card here was prataap. his look both the time, raviraaj saying why damini called and arjun pointing out similarities was indicated that he wonders what could be the connection.

I feel arjun partially was successful putting a thought in family members minds except kalpana and ashwin. they are blind with priya's love.

I did not feel Arjun was taunting he was stating the facts and conversation got distracted towards the case.
