Is it safe to say Arjuna is an ansh of Vishnu?

KMG (right at the end) states that Draupadi is an incarnation of "Sree" (in India, "Sree" or "Shri" commonly refers to Lakshmi).

"He also beheld the princess of Pancala, decked in garlands of lotuses. Having attained to Heaven, she was sitting there, endued with a form possessed of solar splendour. My question is How Krishna and Draupadi are assumed as brother and sister. (I have watched brc mahabharat declaring them like brother and sister and story of Narad comparing between subhadra and draupadi who the more dearest).
