No Abhi, according to the epic, Pandavas and Panchali spent first year of marriage in Panchal and then in Indraprashtha. There was no rule made till then. Then, Sage Narad sugegsted the rule after that. Even after the rule was suggested, Vyas states that Draupadi spent time with each of her husband. So Arjun probably spent Vanvaas after his first or second year.

i guess chla gya hoga...as yudi ka first yr tha drau k saath...to i dun think k yudi ka turn repeat hua hoga tb tk😛...to arjuna drau k saath xile k baad hi rha hoga shayad

This is the excerpt which tells you Draupadi got to spend time with each of her husband before Arjun went on exile

"Vaisampayana said, 'The Pandavas, having established such a rule, continued to reside there. By the prowess of their arms they brought many kings under their sway. And Krishna became obedient unto all the five sons of Pritha, those lions among men, of immeasurable energy. Like the river Saraswati decked with elephants, which again take pleasure in that stream, Draupadi took great delight in her five heroic husbands and they too took delight in her. And in consequence of the illustrious Pandavas being exceedingly virtuous in their practice, the whole race of Kurus, free from sin, and happy, grew in prosperity.
