Amba had a very specific grievance - that Bheeshma made her unsuitable for marriage by abducting her. She didn't refuse Vichi - the latter rejected her due to her having Shalva in her mind. Shalva rejected her since he had lost, and Bheeshma due to his vow.

I doubt that anyone was interested in her after she was rejected by 3 men. But if I scooped in, I think she'd be glad to accept, instead of doing several years of tapasya to be the cause of Bheeshma's death. She'd have accepted anybody - at least any kshatriya - had that been an option
