I remember reading that Shakuni actually didn't live in Hastinapur, but just came there very frequently. After all, he is referred to as "Gandhar Naresh" in texts, so that must mean he inherited Gandhar after the possible death or retirement of his father.
I have 2 questions regarding what the serial has shown so far.

1) Did Shakuni really stab his own leg or was his limp caused by something else?

2) Did Shakuni really live in Hastinapur his own life, or did he rule his own Kingdom most of the time?

Janaki, from what I remember, Shakuni is the only one left to rule Gandhar. The reason being, when Duryodhana is a young prine, he and Dhridhrashtra learn that Gandhari was first married to a plantain tree which was later destroyed before she married Dhridhrashtra. This because Gandhari had a dhosh in her kundli..
The other disciples in Dona's school, especially Bheem makes fun of this fact. Duryodhana gets so angry that he throws the entire family in the dungeons and feeds them 1 grain of rice every day.. Every brother and shakuni's father save their one grain to feed Shakuni.. Shakuni watched his entire family die and when his father dies, his thigh bone is made into dice. His father promises Shakuni that he will always make the dice fall on the number Shakuni wants it to be.. Shakuni vows revenge for his family's death. By vowing to destroy the entire kuru Vansh..

My point ( I come to it finally 😆) being, Shakuni was the only prince left and hence the king after his father's death. He brought his army to side with kauravas in the war but I think he stayed in Hastinapur and let his kingdom be run by his trusted ministers..

He was more in Hastinapur than out of it..

But if Duroydhan killed his entire clan- How can Shakuni "forgive" and be in Hastinpur and like him and want him to be KIng?
How can Ghandari let that happen to her family? How can Duroydhan do that to his own grandpa?

what i know

he decided to stay on in Hastinapur as both his brother in law and sister could not see , to protect their interests . It was mandatory that someone looked out for them . He managed a lot of administration on Dhritarastra's behalf and held an important position and occasionally visited Gandhar to take care of matters there . Nobody dared to attack Gandhar as they were affiliated to the powerful Kuru family of Hastinapur . Shakuni and Vidur managed many administrative affairs ...and contrary to what this serial shows , Dhritarastra respected Vidur's knowledge and intelligence a lot . So did Shakuni . They may have not acted on his advice when it suited them but they always listened carefully to it ...such was the intellect and knowledge of the man . Shakuni knew intelligence and wisdom when he saw it . The difference of opinion only lay in his perception of whom the kingdom should really belong to . He felt that it should belong to Dritharashtra's sons as

he WAS the eldest brother

his sons had no physical disability like him

Pandavas were not even Pandu's sons but sons of others not in Kuru dynasty .

Vidur pointed out that it does not matter as

Pandu WAS the actual King

an adopted son according to the law of that time had full right to be the heir

Yudhishtir WAS elder to Duryodhana .

And the debate went on on these lines till it ultimately culminated in war .

Dritharastra , Shakuni , Duryodhan and his brothers firmly believed Shakuni's side

and Vidur constantly and patiently told them what the law was .

Ultimately knowing that they would lose this debate because of the legality , they resorted to koot neeti and decided to break the law and find a legal loophole ...the banishment of the Pandavas after losing the game of dice was exactly this . Coz the last year of the exile had to be spent in hiding identity and if ever you were found out u lost it all . And the Kauravas intended fully to find them out and defeat them with this legality .

It was using another legality to win over one . And Shakuni taught this to his nephews .

Dhrithrashtra relied on the counsel of both ...Vidur and Shakuni .as they both had intelligence and told him things of his benefit . The difference was that Shakuni told him things of his PERSONAL benefit while Vidur told him things that would benefit the kingdom on the whole .

And since his own personal ambitions were never quenched Dritharashtra tried to realise them through his able bodied son and often looked the other way and ignored his follies .

On a personal level Dritharashtra loved Vidur as his brother . If he listened keenly to him on an official level , he was fond of him on a personal level . Vidur went with him to the forest after the Mahabharat war , taking retirement and said he wanted to serve his elder brother as was the culture of those days and they all died in a forest fire later . This is what i know , maybe right or wrong , but i always read this only .
