😆 I wont be surprised if there is a post on MF saying Sultan is bribing the govt 😆 and the same ppl call him sadakchaap 😆. If he was so rich that he can bribe every tom dick and harry than he wouldnt be called sadakchaap in the first place😛😆

I think what Chikni was saying is that it's not always a state appointed prosecutor. For instance, people can buy and bring in their own top lawyer to prosecute. So a person can come forward and file papers to fight the case--for the state, but the specific lawyer wasn't selected/assigned by the state. So what Sultan did was arrange for this lawyer to file to take up the case.
