In this case, I think Ragini looks better because the blouse gives the sari a better look. Also, it is hard to compare since Drashti's picture is from her shoot; whereas, Ragini's picture is of herself and not a character.

Hmmm I kinda agree with you here despite being a devoted dd fan. I think Ragini's blouse provides a better contrast to the saree than drashtis. But then both ladies look fabulous so...!
