He purposely forced Padmini to leave the chal as he was sure that Balraj would come back and he will he waiting for the right time to attack them
So as soon as padmini and her kids left the chawl Samsher was already ready with his next step b4 Ballu could attack them Shamsher planned a fake accident and protected the threesome from that devil and threw a dummy on the road
