I am sure Shamsher is behind this act

He purposely forced Padmini to leave the chal as he was sure that Balraj would come back and he will he waiting for the right time to attack them

So as soon as padmini and her kids left the chawl Samsher was already ready with his next step b4 Ballu could attack them Shamsher planned a fake accident and protected the threesome from that devil and threw a dummy on the road

I am sure the crowd was also from the film industry after all the industry people are expert in planning a fake accident

By this small act Shamsher got rid of Balraj as now Balraj is thinking that all of them r dead and he will go back to his city and here Padmini Thrishna and Madhu can start a new life

Hmm... maybe now Padmini will allow Shamsher to enter his name in the father's column in the birth registration form
