LOL this doesn't seem well off by kothewaali standards....haven't you seen Madhuri's costumes in Devdas?? Those were a million times more opulent😆.....Seema's kothewaali costume seems pretty standard tacky types....like the ones background dancers in movies wear😆

Anyways, I do think that she is likely some guy's mistress as well.
