I think security and precautions are more important. Government should frame a strict law for harassment and rape so that nobody dares to misbehave with a woman.

I sincerely echo myself with him... The most strict laws n the most severe punishments implying with an immediate effect can cease the crimes or at least decrease the list of the victims...
