I would like to see option 2. Sona proposing Dev. Fora simple reason, that Dev has already done his part, it's upto Sonakshi to accept or not.

I would like Sonakshi to either take him to place which were significant while raising Soha or show pics...make basically, make him part of those 7 years and fill the gap before proposing.
