Is Ishwari feeling bad for ruining their plans and sona not reacting badly or is she feeling bad for ruining their plans, sona not reacting badly, her son feeling bad AND for Ishwari not being able to justify her actions?

I think she is feeling bad that even after all her efforts for the surprise, it was Sona who stole Dev's heart by not nagging and being understanding. Haar ke bhi Jeetna ise kehte hain!

She is feeling bad that she lost her chance of constipating looks the next day had Sona-Dev's plans materialized. She is sorry that she won't be able to go on the flashback trip and take Dev on a guilt trip and bring him closer to Mata (herself)

She is upset that Dev came closer to Sona because of her non reaction.

She was feeling bad I think but I also think she was miffed that Sona's understanding reaction coz this makes Sona a better human being than herself. And Ishwari is very calculated that way. She understands how these things work. She knows Sona's understanding will make Dev love Sona more and that is a scary proposition for Ishwari.

However, note her dialogue (to Sona) "waise bhi kaun si cheez kaha rakki jaati hai, mujhse behtar kaun jaanta hai"; That is the kind of control Ishwari needs and she is unable to do that with Sona. She is unable to gauge Sona or slot Sona and that is what she is more worried about than feeling bad about Dev-Sona's ruined date.

And and and... Ishwari most definitely fears that Sona will displace her with the goodness of her heart. and that is why she is seen getting little offensive with her last dialogue for the day "to kya ab tum mujhe mafi nayi dogi?"

Uff! The woman's insecurities are way too many many to be handled. Where is Khatri man? We need him to put Ishwari in her place...

P.S - Ishwari may have planned the party but Sona stole the show and that is one down for Ishwari. And she senses it.

She is scared of Sona goodness...As she mentioned in front Maamji in previous episodes...Guilty is out of scope for her...She loves to do...others feel guilty ...She cannot be guilty...She never felt guilty even for Dev-Sona break up till date...How can for this?

Actually she wanted to do flashback drama...She wanted to success Dev-Sona date plan...Then Dev will be run around her as he always did...But backfire on her...Dev is roaming around Sona as Neha told to her...
