Are you asking for the name of the person or the character who said it? As
Prashant never went close to Heer but it was Veera who said it to Preet
during on of their plans when they were fooling Vishaka.

She is kind enough to always leave our Premeer alone to romance. Who is
she?

K well if you were asking who said it then its Veera and she said it too Preet.

I'm guessing this is Premeer...or perhaps just Prem! They've been hugging a
lot lately not that I'm complaining.
