Heer will either allow, give permission to Prem to meet Chahat whenever he wishes or brings some kind of memento from Chahat's first/early years.

I am pretty sure it's related to Chahat. Remember she said she'll never do anything to hurt him again (in her head) when he came to tell her that he is going to find out who is behind the custody case? Also she saw him looking at Chahat and cleaning his tears and she is back to loving him now so ya I def. think it's something related to Chahat.
