Yes the law was on and off in the Mughal rule in India as Hindus formed the majority of the population...it was waived and reintroduced by weighing its political advantages over its economic advantages. Sands, as you said yeh toh bas mazak bana kar rakh diya hai of a decision that must have been taken after a lot of thought and with a lot of measures and arguments in place to ensure that the clerics did not get the chance to make an issue out of it - and inspite of that Akbar faced revolts for his policies.
Btw, Jaziya was abolished again in 1579 after its re-intro in 1576 (it was inrtoduced for a brief period for a reason).
