Ratan Singh's little riyasat of Sujanpur is not in the Mughal empire but on its borders. The village that was attacked by the dakus he sponsors and protects is within the Mughal empire. Whence the punitive attack on Sujanpur by Jalal, to protect his subjects.
He would have sent an army contingent to take care of Ratan Singh in any case, as it is a matter of both principle and precedent - little principalities cannot be allowed to think that they can get away with tweaking the tail of the Mughal lion. But he would not have gone himself.

But they would not want harm to come to Jalal, for Jodha's position at Agra would depend on Jalal staying alive and ruling. So they would risk their lives to save his.
