I think it could me one of the other begums because they knew what powers the birth of the heir to the throne would fall into the lap of Rukkaiya and she was the least liked and very powerful begum in the harem,and they were jealous also that Jalal only had eyes for her and avoided the rest {imagine jalal was husband to them also and inspite of whatever they do he does not bother to give them a glance even this has been going on for ages}so this deep resentment and animosity which had built up over the years made them do this with or without the help of another.
I also think it could me Adham because he may have used somebodys help and he had tried to kill Jalal before with an assasain and he never told his ammi he was caught this time also he hired somebody and maybe MA will save him like she has done thrice by making false evidences against somebody else she has the brains for it and he resents that they win wars for jalal and he takes all the credit and now he has to do it for the new unborn heir also ,he was raving and ranting that they were just gulam for jalal and resented the unborn child because it was an obstacle to th throne of Agra that he desired and he hated the hindus of Amer
