in the temple, he said that because people assumed he was doing puja for his wife... also choton was the one that said their relationship is of husband and wife.

Jo bhi hai... I had so many hopes after that temple scene, but the makers did not do anything after that

I would say that both believe it to be a true marriage but they don't believe in it yet completely. Partly because the acceptance is not there from the other side. Jhanak does not want to even talk about it, while Anirudh is not backing off from his marriage to Arshi. But yes if one of them accepts it, i don't think it will take long for other one to come forward and accept it as well.
