It is a term that was coined around the time the British ruled India and it is colloquial version of Lord Governor.

It is used very often in UP hindi. Refers to anyone who appears to be very urban, educated, english speaking, etc etc. Of course it is a term used both in jest and to sully.

The actual term is Laad Governor

Phew! <patting myself on the back>
