He can not think that Om could ever go away so he never is explicit about his feelings towards him

Infact he always hated Tia thinking that she would take Shivaaaye away from them but he had no issues with Riddhima probably because he knows that Om would never go away from him

Om is so much a basic necessity for Rudra that he never felt the reason to tell his importance it was only when Om told of leaving that he realised what was about to happen
