Well, We don't know that for sure. It was never cleary said in the books or movies that only pure-bloods were taken into Slytherin. Maybe it's the majority, but not all. Snape and Voldemort were muggle-born.
When it comes down to it, it's what's inside. What your intentions are determine which house you belong in. I don't think that think that that the whole pure-blood/muggle-born thing may play a big role it sorting(but it might have a small part, but nothing major).
I don't think that the Slytherin house is truly "evil" or "dark". Just because it churns out more dark wizards than any other house, doesn't mean that everyone who was in Slytherin was evil. I don't think all Death Eaters could be from Slytherin either. Who said that a clever Ravenclaw couldn't be a Death Eeater?
