Why is it that Harry could see the Thestrals from his fifth year after he had seen Cedric die in front of him? WHY couldn't he see them from his third year itself when he had already seen his mother die in front of him when he was a baby?

The explanation according to JK was that Harry was in his crib, and was too young to truly understand and accept the concept of death.

He passed out before seeing Quirrel die and he only truly accepted Cedrics death during summer and not when leaving Hogwarts after 4th year.

You have to truly understand and accept death before you see a thestral.
