May be because he know that Bhuji is a bigger fish but she does not do all the work of a gunda like Avi. She has put all that dirty work on Avi's head so that she can roam around scott free and no one can put blame on her. If RV manages to get Avi then he know he can get Bhuji too.

I don't understand why he gave shoot at sight order for Avi?

yes he is doing illegal busines but he is not harful for normal public or anything.
