Yes, until and unless the page has loaded completely, i.e, all the images/gifs in the page have finished loading, only then will the like button work.

If there's even one image/gif that hasn't loaded fully, for eg in someone's siggy or in a post, the like button won't work. I access IF from my phone and that's what I've noticed...
