Yes judicial system is not foolproof.

Very difficult to get justice if the guilty is very powerful or rich who can influence and manipulate the proofs and the people involved.

This s the reason Dubai does not give Visa on arrival to people with Indian passport. They want to verify before giving Visa.

But people with American passport can get visa on arrival in Dubai.
