Tab duniya ki nazro mein Pakhi ka Virat ke upar koi haq nhi tha, she was only connected with him through Samrat, but still she had a hold on him. Ab duniya ki nazro mein Sai ka Virat par koi haq nahi hai, she is only connected with him through Savi, but still she has a deep hold on him.
Basically, it is the same scenario all over again, just this time his feelings for Sai are stronger than his feelings for Pakhi before.
I am pretty sure what you are saying is precisely what the makers intend to show, but in my opinion, they are failing pretty badly.
