That is the point. She knows it as a fact that V's happiness cannot be tied to her. She has tried all her life, but she cannot give him that happiness.

So she prefers the needy, sad V. Because that is the V who seeks her, speaks to her, shares his sorrows with her. And she is content with that. Even if it comes at the cost of life long misery to the person she claims to love the most..her one and only love
