The problem is not just that patralekha is a surrogate violating every law pertaining surrogacy
The biggest problem is Virats behavior.

Virat is an IPS officer! It is unacceptable that in his so called vulnerability he will stand by and watch something illegal be carried out. And the fact that he has little or no regret but instead calls out his wife as being "stubborn" and cannot see the inappropriateness of his own behavior and Patralekhas crime is utterly problematic.
If Virat had been absent, shown only concerned for his wife's whereabouts and searching for her instead of permitting Patralekha to proceed with an illegal procedure the audience would not be so upset. At least it would be a little bit palatable.
You have made a joke out of an IPS officer. When a police officer is seen behaving this way, it maligns the image of the police. Is this how the makers abd channel want to represent a "righteous police officer". Because Virats character is supposed to be that. Not a corrupt/crooked policeman.
Patralekha needs to be jailed. She is a criminal. Any excuses to not show that is not acceptable.
However you have a poor track record and precedent in terms of showing people get called out and punished for crimes.
In this very show you have shown Bhavani get away without any punishment and barely any regret even, for big crimes like separating a child from parents, giving up a baby to an orphanage without parent's consent.
Patralekha forging a letter also never even came to light. So she didn't even have to apologize.
So clearly this show or Starplus doesn't care about "justice" , showing that crimes have a punishment with a magnitude commensurate with the nature of the crime.
If an individual commits fraud, identify theft, provides misinformation, interferes in a matter as sensitive as surrogacy, gets herself impregnated without consent of biological mother, hires goons to assault the biological mother and then now plots to never give the child back to parents - what should be the punishment for all this?!
In your " larger than life " universe only crimes are big, the punishments are not.
In GHKPPM, either no one will ever know or it will be one half hearted apology and case closed.
Patralekha should be seen serving her time in jail. Anything else will be utterly irresponsible of the channel to telecast.
