Is there any way we can watch sairat scenes from the beginning?

If you would like to watch all kinds of SaiRat scenes you can check out the episodes of GHKKPM on Hotstar and start watching from episode 1.

If you are talking about romantic or light-hearted scenes in particular, there is no specific way to filter out episodes based on the emotion depicted, known to me. If you have the patience to go through all the episode titles and two-three line summaries on Hotstar you should be able to get a fair idea. Or else you can check out VMs on YouTube ( but you won't be able to hear the dialogues in this case ), or some pages on Instagram which make posts on their moments together, to get a glimpse of the duo's best moments.
