So both didn't bother to inform each other before hand coz of the fight. So this part of the blame lies on both. But IMO Veera's obligation to inform him was greater coz she knew it has been his life-long dream and he was extremely heartbroken after his loss the last time.

Why did she even look so surprised?😳 If another election is going to be held then it stands to reason that Ballu will run again.
