I am not sure, but I am sure you guys can help me, during the confession when he comes closer and wipes her tears and they put the title song and my feels were all over the place 😆

I saw the episode twice and he wasn't muttering anything. He simply wiped her tears and gazed at her with those deeply soulful eyes, awaiting his salvation! ❤️

In some OLV they showed that he is saying something. You can try lip reading on the ovls. It was cut in the episode.
