No, He was supposed to be Lord Shiva's avaatar though nothing was been strongly verified in This (Avatar) believe.

He was Lord Muruga's avatara. At least, that is what I learnt during my Sanskrit Class - and a Bhagavatam quiz conducted in my school... there is another version which says Shiva's avatara, but yeah, Samba it is.
