Because it is cheaper and quicker to do it for the other gods who only take up a small fraction of the episodes. Mahadev and his family are the main focus of the show and they are featured all the time. So it would be awkward to do it for them (coz then the effect would be there for 90% of the episode).

During the initial episodes, Mahadev himself was kind of a guest character and Sati was the main character (the show was conceived as Sati originally after all), so it was a special moment whenever he appeared to meet/save Sati.

Plus like it was said before, they are now using it to differentiate between Shiva's appearance as God before his bhakts and his day to day life at Kailash.

Kal EI u are right with Vishnu and Brahma they are just the side cast and don't take up that much screen space so they show that cloudy haze behind them whenever they appear on screen. But with Shiv and Parvati they show that only when they come in front of Bhakts like they showed when Parvati appeared in front of Daruka, Mahadev in front of Ravan, etc.
