It seems Paravti will pay for a mistake commited by Lekha. All the leelas of God is for betterment of the World, so here she might come on Earth as the TB article & when she will be back, the anger in her will channelise as furious, ferrocious Mahakali..

There are discourses between them about many aspects of life, Tantra-vidya being one of them. It provides knowledge of many constructive as well as destructive aspects of life. Parvati uses that knowledge to accomplish various tasks, for that she takes different forms too. This entire process is after she learns Tantra-vidya from Shivji. Though as per DP as Sati, she appeared as 10 Mahavidyas on her own where as Parvati she has to learn them first to use it.
