After Sati's end when Shivji regained his original self back, Vishnuji has told him, all the pinda's of Sati, should be found & should be converted into Shakti peethas, then only Sati's soul will be at peace & can be born again. This shows those souls are not of Aadi Shakti. If souls are not freed they can not be born again. Sati is reborn as Paravti so her soul being an atrupta aatma is ruled out here. Even humans wnen they take birth their soul is in their new body. We never meet souls of our past birth.
