You are misinterpreting the U.S. government. It is not the government's fault if something were to happen, it is the people of the country. After all, Americans live a democratic society, and they are the ones who choose the people for their government. So, if they fail to choose wisely, they are harming their government. As for the 9/11 attacks, who could blame the government for this? Of course, it has alresdy been proved that the people in charge of this disaster were the terrorists in Iraq.

This American Government System is based on a system of checks and balances, which makes the division of power equal. In fact, due to this government, America has dominated the world. Not only that, other countries followed the path of the U.S. to gain their freedom. For example, France broke away from its ruler and became a somewhat more democratic society only after seeing the events of the American Revolution.
