Oversight Committee to give interim report by month-end


NEW DELHI, JULY 12 (PTI)
The Oversight Committee, going into the task of preparing a roadmap for the implementation of 27 per cent OBC reservation in elite educational institutions, will give its interim report to the government by the end of this month.

"Before the end of this month, the interim report will be given," Chairman of the Committee M Veerappa Moily told PTI.

Meanwhile, a meeting of the Committee, scheduled tomorrow, has been postponed.

When asked about reasons for the postponement, the former Karnataka Chief Minister said there was no particular reason for the postponement.

He said all the five sub-groups had given their reports to the Committee. "We have to make lot of efforts and it cannot be a half-baked exercise" and the committee had sought some more particulars from the sub-groups.

He said he had been meeting Chairmen of the sub-groups almost daily and discussing the issue.

The committee was to draft the interim report on the basis of the reports of the five sub-groups which went into topics like technological and engineering institutions, management institutions, Central universities, medical and agricultural institutes.

Though the committee was to submit its report by August 31, it had decided to give an interim report in order to facilitate government to take advance planning for the implementation.

The postponement of the meeting comes in the midst of reports that some of the sub-groups had favoured staggered implementation and some suggesting that it was possible in one go.

Friday, July 14, 2006 : YFE-JNU organised a talk by Dr Pratap Bhanu Mehta, former Member-convenor NKC who resigned in protest over the govt's reservation policy.

Dr Mehta, while speaking on "Knowledge and Society in the 21st century" to an overwhelming audience in JNU on July 12, exposed the shortcomings of Higher Education in India and also expressed concern about how gimmicks like the Reservation issue will only create blocks within the student community.

Here's a summary of points Dr Mehta picked up, during his talk-

1) The status of Education in India is in such shambles that it needs an urgent argument and a Public Debate to be able to move ahead in any positive direction.

2) When we talk about methods of improving our education system while ensuring social justice we should also ask if there are methods better than the one we are using, that can facilitate these objectives more effectively. If we pre-emptively abort the pursuance of such alternatives because of mutual mistrust, it will be tantamount to admitting defeat before we embark.

3) It is unfortunate that the Indian polity thinks and propagates such misleading ideas as "India is a world leader in higher education." This is NOT the same thing as "India supplies the world with highly qualified professionals." Indians doing well abroad CANNOT be counted as the symbols of India's success in Higher Education! To make a comparison- for every 1 Indian in India who holds a patent, 28,000 Indians do that abroad. Our situation is so precarious that if Indians who go abroad to explore educational opportunities stay back here- it will only result in higher demographic pressure on our education system- depriving larger numbers of their aspirations of education.

4) To compare with H.E. in China, of whom India was marginally ahead in the 70's, now India is behind by many orders of magnitude. Around 5000 Indian students are enrolled in China for courses in Medicine. Also, while China has taken out massive recruitment drives to pull teachers/professors to China (both Chinese and foreigners) to teach, India has not made any such efforts.

5) India has some 300 odd universities, of which only 20% impart professional education like medicine and engineering. Yet, most of the money of Higher Education is siphoned off into these areas. This is in stark contrast to what is seen in most other educationally sound countries- and is counter-productive.

6) While most serious countries spend about 16% of their budget on education without raising public tax, India needs to levy an Education Cess to increase its expenditure in Higher Education. Anybody saying that there aren't enough resources to put into Higher Education is SIMPLY lying!! The budget of JNU is nothing compared to that of Ashoka Hotel!!!!!!!!!

7) India is probably the only country in the world where even setting up an undergraduate university needs an Act of the Parliament! This and other bureaucratic tapes in the education system in India keep everything under such suffocating control that growth is almost impossible. A system where the teachers cannot design their own courses, where the students cannot choose their own courses, where these courses/teaching will be tightly controlled by the authorities above- little growth is possible.

8) India must have different kind of institutions for students of different needs- it is neither essential nor required for everyone to do a PhD!! If there are students who want quick employment, courses should be available for such needs. A good example can be University of California (Berkley) and the California State University (Long Beach) - while the former has formidable standards of entry, the latter is obliged to admit any student who wants to enter. This kind of dual system ensures that each student gets what they want.

9) China has seen a tremendous growth in the number of private universities in the recent past, and this has been due to the acute demographic pressure in that country. If the State cannot or is not willing to spend money to bring up enough opportunities for education, our demographic pressures demand that we catch any help that may be possible. Thus, private institutes of learning are a dire necessity!!

10) Unfortunately, the debate of education is so ludicrously focussed on the inputs- never on the outputs. We all are focussed on who gets in, not on whether who gets out is worth it. In a recent survey in Delhi- it was seen that 50% of the medical practitioners perform only as good as quacks!! This clearly tells us that our institutes of learning are not doing enough to teach students. Our top institutes like the IITs/IIMs are not institutes of learning, but institutes of screening- the cream they screen by their highly competitive exams is such that it could perform even if the institutes teach them nothing. This will have to change. Quality standards should also be imposed on the outputs- not on the inputs alone.

11) Best society is that which allows everyone to meet their aspirations and that is where the need to provide opportunity arrives. Yet, to uphold standards is also very important- we have to respect the intrinsic autonomy of the sphere of every field. If athletic skills are the ones that matter in athletics- they should be the major yardstick to choose athletes. Replacing this yardstick by other criteria (like regional/ caste bias) is dangerous.

12) In terms of Social Justice, the miserably low percentage (less than 10%) of people within the SC/STs having benefited from our current schemes is a stark teller of how poorly such schemes have fared. Yet, the polity's ignorance and lack of vision is so high that they see social justice and reservation as synonymous!

13) Much is being made of the South Indian success. With >80% of the private institutions of the country thriving in South India, it is not hard to guess the hollowness of the argument. Also, when such a large section (75%) of the South Indian population is covered under some form quota- the objective of quota is defeated!! Before we say that South India has been a success, we must ask- what was the objective of the South Indian experiment with massive quotas. If it was marginalising the forward castes, it definitely has been a success- the FCs of the south have done a mass exodus from the states. But, if the objective was social justice- the success story needs to be taken with a pinch of salt.

14) We should refrain from accepting the blocks the Indian polity assigns us to- SC, ST, OBC, OC and the like. These identities should be given up by us!!

15) Youth for Equality has done a great job in making the government sit up and take notice. It is for the students to assert what they want and not for the polity to dole out what it likes. Now, YFE work has to do a wider job- to bring about a paradigm shift in the way our system works; to build trust, hope and confidence and become the pressure point that demands for a change.

At this moment, YFE Bangalore's thoughts lie with all those who have suffered in the Mumbai serial blasts and we are open to all opportunities that may come our way to support them in any possible manner. While at the same time we realize that our nation's sovereignty is under attack from more than one side. And everyone must play and focus on his/her role in the efforts to preserve it. YFE Bangalore is trying hard to do its bit and calls for support from everyone concerned for the same. Some members of the core group came up with the idea of collectively supporting (not under the name of YFE Bangalore, but personally, together with other YFE Bangalore volunteers) education of some children whose parents/bread earners in the family, died in the blasts. Feedback and support on this idea is solicited by all reading this message.

Coming back to our central issue, in less than a week the monsoon session of the Parliament will begin. Discriminatory and divisive proposed quota bill is likely to be passed in this session. The Maharashtra government passed bill on reservation immediately after the serial blasts in Mumbai, thereby scuttling any debate on the reservation bill (details at http://ia.rediff.com/news/2006/jul/12quota.htm). A very similar strategy might be taken up by the central government. So amid all the other issues facing the nation today, we have to ensure that our cause and associated movement moves on on the right track. This will need a lot of deliberations and ground work. If required we will also have a general body meeting in Bangalore where we all will get together and divide work among ourselves, which includes ongoing and proposed activities of YFE.

Dear Friends
There was a meeting of YFE Delhi Chapter held in Delhi University North campus on 14th July. Meeting witnessed the participation of the representatives of JNU, GGSIPU, DU, AIIMS, MAMC, IIT, and PUKAR & CITIZENS for equality. The minutes of the final decision of the meeting is as follows:



To work in the direction of reaching to the people from various facets of society irrespective of their class, caste, sex and AGE. Ensuring universal participation and involvement will be the prime agenda and priority of the following detailed visits of YFE volunteers.
In this effort a band of YFE- DU along with Medicos will be visiting colleges of north campus on 17th, 18th & 19th of July.
Similar drive and visit will be conducted in South Campus on 20th, 21st, 22nd.
A parallel move of visiting the Higher Secondary & Senior Secondary Schools has been planned starting from the school in Dary Ganj on 17th July. The rationale behind this will be to bridge the gap between School Students and our college fellows.
Similar exercise of ensuring the active participation and involvement of Elder people in the noble movement will be carried out in evenings in RWAs during same period extending from 17th to 22nd.

AIUMM, DCLM demand quota for Muslim and Christian Dalits


NEW DELHI, JULY 15 (PTI)
Muslim and Christian leaders today demanded reservation for Dalits from both the communities under the Scheduled Caste quota and asked the Centre to confer the SC status on them by removing a restrictive clause in the Constitution.

"A Presidential Order of 1950 discriminates among Dalits on grounds of religion, leaving out Muslims and Christians while recognising Dalit Sikhs and Buddhists as SCs depsite the fact that they too are minorities," All India United Muslim Morcha (AIUMM) spokesman Kamal Ashraf told reporters at a joint press conference with the Dalit Christian Liberation Movement.

The Constitutional (Scheduled Caste) Order, 1950, states "No person who professes a religion different from the Hindu (the Sikh and the Buddhist) religion shall be deemed to be a member of a Scheduled Caste." Terming this as "discriminatory", Ashraf demanded the removal of this 'religious bar' from the article 341 of the Constitution because 'backward' Dalits from among Muslims and Christians needed reservation.

"The question of religion does not arise in caste-based reservation," he said.

C Franklin of Dalit Christian Liberation Movement said the founding fathers of the Constitution had given Dalit Sikhs and Buddhists the dual privilege of being 'minorities' as well as Scheduled Castes while leaving Dalit Muslims and Christians "to fend for themselves." "A major part of the quota benefits are enjoyed by only three per cent of elite Dalits or SCs. The majority are still victims of age-old social evils like untouchability. If the goverment recognises our backwardness, why does it not give us the support we really need," Frankiln asked.

NCP supports quotas, favours sops for economically backward


MUMBAI, JUL 17 (PTI)
The Nationalist Congress Party (NCP) today said it was in favour of 'implementation in toto' of the reservations for various sections of society as enshrined in the Constitution.

The party also said it supported concessions in scholarships, educational fee and loans to those belonging to economically backward sections of the society.

Resolutions to this effect were unaimously passed at the general body meeting of the Maharashtra NCP unit here this evening in presence of party president Sharad Pawar.

"Provisions for reservations as enshrined in Constitution, including those provided for as per the Amendment in December last year, should be implemented in toto", the resolution said.

The party's stance comes after NCP MLA Shalinitai Patil recently voiced her opposition to caste-based reservations and support for reservations to economically backward classes.

In a separate resolution, the party condemned the July 11 serial train blasts, saying the perpetrators of the blasts had received support from outside India.

Reservation bill passed in Maharashtra Assembly amid din over blasts

A bill to reserve 50 per cent seats in private educational institutions for SC, ST, nomadic tribes, denotified tribes and other backward classes was passed without any debate in the Maharashtra Assembly on Wednesday amid noisy scenes by opposition members over Tuesday's serial blasts in Mumbai.

Speaker Babasaheb Kupekar rushed through the proceedings after the House saw two adjournments on the blasts issue amid slogan-shouting by angry Shiv Sena-Bharatiya Janata Party members.

Supplementary demands for irrigation, planning, cooperation, marketing, textile, agriculture, animal husbandry, dairy development and fisheries, industries, energy and labour departments were passed without debate amid slogan shouting.

Kupekar accepted the adjournment notice on the blasts by Leader of Opposition Ramdas Kadam, who initiated debate over the blasts issue.

MUMBAI, JULY 17: Millions of domestic internet users could not access some of the world's most popular blogs like geocities.com, blogspot.com and typepad.com, as the government ordered a blackout of around 18 sites for publishing content that was 'anti-national' and 'against public interest'.
Blogging, particularly on fanatic and religious websites, had surged soon after the Mumbai bomb blasts on July 11. Over 25% of India's 38 million internet users are active bloggers. Currently, there are over 120 million bloggers worldwide and multiplying at the rate of about 10 million per month. The number is expected to cross 160 million in 2006.



ISPs are believed to have been asked to block sites like bloodspot.com, hinduhumanrights.org, hinduuni-ty.org and clickatell.com, besides frontline blogs like the Google-owned blogsp-ot.com. Deepak Maheshwari, secretary of ISP Association of India said: "We have received a letter from DoT, asking us to block around 18 URLs."

Though the communication, dated July 13, by the telcom department to ISPs lists specific pages/ websites, several ISPs have blocked all blogs because they were not equipped to filter specific pages. This could be because all websites hosted on blogspot.com, for instance, have the same IP address.



Reliance was among the first to restrict access to these sites on Friday. By Monday, other ISPs including Videsh Sanchar Nigam Ltd and Bharat Sanchar Nigam Ltd (which have the largest number of internet subscribers) also followed suit. Interestingly, Sify, also among the top ISPs, said it had not received any formal intimation from the DoT to block any website or blogs.

The move invited a strong reaction from the online community with a number of posts springing up all over the Internet. As per law, po*nographic websites and websites containing inflammatory material promoting hate, violence or and terrorism, can be blocked.

Children of Prez, VP, and SC, HC judges out of OBC quota


NEW DELHI, JULY 19 (PTI)
Children of President, Vice President and judges of the Supreme Court and High Courts fall under the 'creamy layer' among OBCs under the criteria fixed for exclusion from reservation in civil posts and services.

Children of members of the UPSC and State Public Service Commission, Chief Election Commissioner, Comptroller and Auditor general of India and persons holding Constitutional positions rpt positions of this nature also fall under the creamy layer category.

Under the criteria, persons having gross annual income of Rs.2.5 lakh or above or possessing wealth above the exemption limit as prescribed in the Wealth Act for a period of three consecutive years are also excluded.
