As Radhika has not voiced anything out, only think Dev sees is that Radhika is sad, distressed...putting the situations and Barkha's talk together, he has formed his own conclusion...
He knows also from past experience with Radhika, that when she also puts her responsibilities before anything else (when Radhika accepted to marry Rohan) and it had to be Dev to take matters in his hand---he is therefore making decisions, based on what he thinks Radhika would choose...
