Yes, it seems like a filler episode but we're just so used to the high-paced thrill present in each and every episode in the past that something mediocre /nomal seems awkward. But honestly, compared to the other typical shows on TV right now, this one is very fast and on-the-edge. There's basically cliffhangers at the end of every episode and there are so many twisted plots and intelligence that goes in making such a show. Even today, it seems like this was a highly-elevated and dramatic episode for a 30minute "filler" episode.
