Yes. He is surrounded by Pepper, Peter and Rhodey and teh three bid him goodbye, thats when he whispers Hey Pep, becuase Pepper and Morgan mean the world to him

His official last spoken words on screen was "Hey Pep" but a lot of people remember "I am Iron Man" because it was not only a call back to his first film, but he said it to Thanos. Moreover, it was spoken loud enough for everyone to hear, while "Hey Pep", as you said, was a whisper.

In a way, Tani and Shy are also right. According to the script, his last thought was I'm sorry, and post his funeral, he had left a hologram recording of himself, and his last words there were "I love you 3000".
