I agree with it. Although, I do most definitely think that the writers could have worded that better. What I understand from it was, Vandana was quite point on to notice and realize that Maya isn't just ill, she's also evil (for the lack of the better term here, probably the first time I'm actually using the word evil for her). Evil in the sense that, she has those shades and qualities in her that are absolutely pitch-dark. Let's discard for a moment everything Maya's done which people made do her (at least that's what she thinks/says), there are PLENTY of scenes, incidents and instances to suggest that she doesn't feel regret, guilt or remorse for anything that she does. Clever of them to have inserted the right flashbacks to both support and explain Vandana's dialogue. The memories she recollected were of Maya either deriving a sense of sadistic pleasure in hurting/scaring people or hurting herself. She's beemar in the sense that she self-harms and physical pain means nothing to her and she's buri in the sense that she feels nothing when she's subjected others to pain either. So, in overall sense, she's both beemari and buri. And probably the burayi ratio has taken up greater precedence over beemari.
