What happened to the concept of Athithi Devo Bhava?

Well atleast now the Indians cant be accused of discriminating. Equal opportunity of disrespect, abuse and rape of women in India.

That is disgusting! And from that article it states:

"Formal charges haven't been filed against the men. According to police, the preliminary criminal complaints allege that Sajid and Jawed Khan committed rape and that the other three, unnamed men allegedly committed kidnapping and conspiracy."

The way the article reads the police are making it sound like the Japanese Lady made this up. I pity her immensely. She went there with a pure purpose and those animals provided her with the killing of her soul.
