Mehr; It's organization that provides structure and proper program to help the needy. So, most of the time, people look out for the organizations to donate funds, so that it reaches the right people. But, at the same time... most of the people are not sure which organization is genuine and will not misuse what is provided.

In India, I rarely find people going solo looking out for poor and helping them out, it's mostly via NGOs... though someone else can throw some light on this if I am wrong.
