Not till they keep entering crapy films to compete with the rest of the world.
To name a few, India would have had a fighting chance with "Dil Chahata Hain," "Raincoat," "Lage Raho Munnabhia," "Gandhi My Father,"and maybe even "Dus Kahaniya" or any Madhur Bhandarkar Film for novelty and originality from the Bollywood films, and probably many regional language films as well.
However the films that are entered due to politics, and power play leaves a lot to be desired and will never win an Oscar.
