Well, sometimes the actors aren't able to say dialogs correctly b/c of diction or bad speaking voices or their voices do not match with the certain character type, or simply b/c actors arent available to dub b/c they are bz. At the end of the day its the directors call to see which is the best for the whole character. Its more of technical thing. Its very common with newcomers, same thing happened with John Abraham, Katrina Kaif and recently with Muzammil Ibrahim. Directors thought their voices weren't match with the characters so the actors had to work hard to improve it so they can dub in their voice in the future.
